    Guided Tour. The International Spy Museum announces new guided public tours for its visitors through its volunteer docent program, The Honorable William H. Webster Docent Corps. On Fridays and Sundays at 11 AM and 1 PM, volunteer docents will lead visitors through a special one-hour long highlights tour of the permanent exhibit and will answer questions about the material.     Why Canada's spies worry about Trump's national intelligence nominee - Canadian Broadcasting Corporation, 01 Feb 25 (Member Contribution)

    Hillary Clinton once called her a "Russian asset" — and that was while Tulsi Gabbard was still a Democrat. Of all of Donald Trump's cabinet picks, none have caused so many reservations from within the Republican Party — and that's in a field that includes a health secretary nominee who has promoted anti-vaccine conspiracy theories, a World Wrestling Entertainment executive nominated as secretary of education and a defence secretary confirmed despite allegations of heavy drinking and aggressive behaviour toward women who said in his autobiography that he left the U.S. military after being branded an "extremist." Gabbard's only national security experience is in the Hawaii National Guard, and she is well known for sympathizing with dictators and embracing conspiracy theories, as well as her devotion to a Hawaii-based offshoot of the Hare Krishna movement. Former staffers have described her as a regular consumer of Russian propaganda network RT, and Russian state channels have rejoiced publicly in the nomination of "our girlfriend" Tulsi, as one host put it, to lead the U.S. intelligence community.(Access here.)

    USAID security leaders on leave after trying to keep Musk’s DOGE from classified info, officials say - Associated Press, 02 Feb 25 (Member Contribution)

    The Trump administration has placed two top security chiefs at the U.S. Agency for International Development on leave after they refused to turn over classified material in restricted areas to Elon Musk’s government-inspection teams, a current and a former U.S. official told The Associated Press on Sunday. Members of Musk’s Department of Government Efficiency, known as DOGE, eventually did gain access Saturday to the aid agency’s classified information, which includes intelligence reports, the former official said. Musk’s DOGE crew lacked high enough security clearance to access that information, so the two USAID security officials — John Voorhees and deputy Brian McGill — believed themselves legally obligated to deny access. The current and former U.S. officials had knowledge of the incident and spoke on condition of anonymity because they were not authorized to share the information.(Access here.)

    AI combined with holograms creates an uncrackable optical encryption system - Tech Xplore, 30 Jan 24 (Member Contribution)

    As the demand for digital security grows, researchers have developed a new optical system that uses holograms to encode information, creating a level of encryption that traditional methods cannot penetrate. This advance could pave the way for more secure communication channels, helping to protect sensitive data. "From rapidly evolving digital currencies to governance, health care, communications and social networks, the demand for robust protection systems to combat digital fraud continues to grow," said research team leader Stelios Tzortzakis from the Institute of Electronic Structure and Laser, Foundation for Research and Technology Hellas and the University of Crete, both in Greece. "Our new system achieves an exceptional level of encryption by utilizing a neural network to generate the decryption key, which can only be created by the owner of the encryption system."     Trump bans intelligence officials who said Hunter Biden laptop story was Russian disinfo from secure government facilities - Straight Arrow News, 31 Jan 25

    President Donald Trump has ordered that 50 former intelligence officials who claimed Hunter Biden’s laptop was Russian disinformation be banned from secure government facilities in the U.S. The Jan. 29 memo directs national security agencies to revoke unescorted access to secure U.S. government facilities for these officials. Prominent figures affected include former CIA Directors John Brennan, Michael Hayden, and Leon Panetta, among others. The Trump administration says the actions aim to protect classified information from those who have misused their positions and to restore accountability within the intelligence community.     GCHQ puzzle shows you have dyslexic brain vital for national security - Wales Online, 29 Jan 25

    UK intelligence agency GCHQ has partnered with charity Made By Dyslexia to launch a puzzle that could reveal if you have some of the traits needed to excel as a spy, to mark National Puzzle Day on January 29. The unique challenge showcases Dyslexic Thinking – a powerful approach to problem-solving and lateral thinking often displayed by people with dyslexia. The challenge, devised by the agency’s puzzlers, asks you to spot patterns, think laterally and focus on problem-solving - all skills used by staff at GCHQ every day to help keep the country safe.     Intel Analysts Need To Be Advisors - Treston Wheat, PhD, Essay, 29 Jan 25

    An essential tenet within the intelligence profession is that analysts should remain separate from the policy- and decision-making processes to maintain objectivity. Objective analysis is quintessential to intelligence, but this independence paradigm leads to a general lack of influence during those processes. This tenet serves a purpose. However, the contemporary geopolitical and security environment necessitates a rethinking of this, perhaps even abandoning the tenet in favor of a new model in which analysts serve as advisors. Though this is not a new debate historically or academically, there is a strong need to rethink the role of analysts to help business leaders navigate the maelstrom of global politics.     A republic of spies - The Daily Press, 01 Feb 25

    In 2021, to his credit, President Joe Biden warned the American public against the dangers of zero-click spyware manufactured by an Israeli corporation. Zero-click is unwanted software that can expose the entire contents of one’s mobile or desktop device to prying eyes without tricking one into clicking on to a link. Biden banned its importation and use in the United States. Last week, as an inducement to Israeli Prime Minister Benjamin Netanyahu to accept the Israel/Hamas ceasefire agreement, President Donald Trump secretly agreed to lift the embargo on zero-click.     IARPA: The Spooks’ Magic Shop - Grey Dynamics, 02 Feb 25

    The Intelligence Advanced Research Projects Activity (IARPA) is an organisation under the US Office of the Director of National Intelligence (ODNI). As a research organization serving the US intelligence community (USIC), its main objective is to conduct high-risk and high-payoff research on complex issues that would potentially provide the US with an overwhelming intelligence advantage. Research areas include artificial intelligence (AI), quantum computing, machine learning, and synthetic biology. IARPA does not deploy technology directly to the field. It contributes to US national security by sharing its research with customers within the USIC who are then able to implement it into their operations. Most of its research, however, is unclassified and available to the public. (Access here.)

    Hybrid Threats and the Intelligence Community: Priming for a Volatile Age - International Journal of Intelligence and Counterintelligence, 27 Jan 25

    A specific set of challenges facing the intelligence community in a contemporary environment is characterized by composite and dynamic hybrid threats. An understanding of the reciprocal interaction is required between the intelligence actors responsible for intelligence analysis and dissemination, and key societal actors responsible for crafting responses to hybrid threats and building societal resilience. Three processes are identified as critical for the intelligence community’s ability to proactively counter hybrid threats: intelligence analysis; aggregation and communication of intelligence; and reception and absorption of intelligence among key societal actors. The interconnections between these areas are visualized in the Intelligence Analysis Interaction Model, intending to provide a framework for understanding the dynamics of hybrid threats and their evolution over time, and the intelligence community’s interactive engagement with societal actors aiming to counter hybrid threats and build resilience. The framework contributes to improved tools for identifying and analyzing the nexus between threats and vulnerabilities, building resilience, and devising whole-of-society responses to hybrid threats.     The Situation: Kash Patel’s “Odor of Mendacity” - Lawfare, 31 Jan 25

    The Situation on Wednesday focused on the unique danger of Kash Patel among Donald Trump’s nominees, in the context of the purge of career employees at the Department of Justice—a purge that is now spreading to the FBI itself. The parameters of the ongoing FBI purge being still unclear—for the record, I suspect it will prove much vaster than has been reported so far—I want to talk today about Kash Patel’s truthfulness at his hearing yesterday before the Senate Judiciary Committee. Last March, in response to the improbable testimony by Fulton County District Attorney Fani Willis and her special prosecutor, Nathan Wade, Judge Scott McAfee dryly observed that “an odor of mendacity remains” about the details of their relationship. He didn’t accuse either Willis or Wade of perjury. It was not his job, he wrote, “to ferret out every instance of potential dishonesty from each witness or defendant ever presented in open court.” But he observed that “reasonable questions” remained about whether Willis and Wade “testified untruthfully.” I believe we should say something similar about Kash Patel’s testimony. I am not, to be clear, accusing him of perjury. I am accusing him, rather, of showing a lack of candor in yesterday’s hearing. The term “lack of candor” is one that has specific meaning in the FBI. It is a disciplinary code—a pair of them, actually—for whose violation agents are often terminated. It sweeps broader than perjury or the federal false statements statute. Whereas these statutes require a literally false statement on a matter of material fact, a lack of candor can include, as quoted above, “the failure to be fully forthright or the concealment or omission of a material fact/information.” (Access here.)

    Germany’s Pegasus SIGINT Aircraft Program - Grey Dynamics, 03 Feb 25

    As modern conflicts become increasingly reliant on electronic warfare and intelligence gathering, Germany is advancing its Signals Intelligence (SIGINT) capabilities to enhance national security and strategic awareness. The Pegasus program reflects a global trend of nations investing in advanced airborne surveillance systems for enhanced intelligence capabilities. What is the Pegasus Program? The PEGASUS, or Persistent German Airborne Surveillance System, program–under the direction of HENSOLDT–aims to provide the German military with sophisticated airborne surveillance and SIGINT capabilities. In June 2021, HENSOLDT was awarded a USD $1.05 billion contract to deliver an advanced airborne electronic SIGINT system for Bombardier Global jets, based on its cutting-edge Kalaetron Integral platform. Since then, HENSOLDT has worked closely with Lufthansa Technik Defence and Bombardier on a comprehensive joint design effort to seamlessly integrate the cutting-edge system into the aircraft.     The first week of President Donald J. Trump’s nonconsecutive second term in the Oval Office has been a whirlwind. A flurry of executive orders has descended on Washington, aiming to dismantle the “administrative state” detested by MAGA. How has this bureaucratic commotion impacted the Intelligence Community? With his customary panache, Trump out of the starting gate vowed to declassify and release all still-classified records pertaining to the 1963 assassination of President John F. Kennedy as well as the 1968 assassinations of Robert F. Kennedy and Martin Luther King, Jr. These aren’t hot-button issues to most Americans, but for assassination buffs and conspiracists, this is a big deal. It’s also important to RFK Jr., the elite liberal environmentalist who’s improbably become a MAGA celebrity as well as Trump’s nominee for Health and Human Services secretary. (Access here.)

    Border Security and Immigration Myths, Part I - by former CIA Senior Operations Officer John Atwell - Hawaii Tribune Herald, 28 Jan 25

    Pundits with varying levels of authority who address border security and immigration are a dime a dozen. Election candidates decry the matter, seemingly on every street corner. Armchair commentators on the issue are legion. So why hear me out? I teach border security—immigration, crime, and terrorism aspects included—in college. My CIA career gave me expertise in cross border affairs—my own operations and those of narcotics traffickers, organized crime figures, human smugglers, and money launderers. Domestic and foreign border patrol and immigration officers were colleagues. My U.S. Government duties included supporting efforts to block intending immigrants from entering our country under false pretenses and work with visa fraud investigators. My spouse is naturalized. I have three foreign-born kids. I have neighbors and acquaintances who are illegals. I have advised immigrants who were “out of status.” In short, I have skin in the game. I cannot comprehensively cover the issue in this short, albeit two-part, essay. I can, however, dispel some fallacies, elucidate the complexity, and make you a better informed interlocutor on the issue. No, I do not have a surefire solution anymore so than the administrations of presidents past, present, or future (for the reasons below). Let’s dive in. (Access here.)

    Former British spy chief Sir John Sawers has called Tulsi Gabbard's nomination as President Donald Trump's pick for director of national intelligence (DNI) "difficult" due to her "pro-Russian" stances while also saying he sees no "overall global plan" for Trump's foreign policy. Newsweek reached out to the White House, the State Department and Tulsi Gabbard for comment by email on Saturday afternoon. Why It Matters: Sawers has extensive foreign policy experience, having served as the British ambassador the United Nations, political director of the Foreign Office and a foreign policy adviser to Prime Minister Tony Blair. Sawers' career culminated in his appointment to the Chief of the Secret Intelligence Service (MI6) from November 2009 to November 2014, having previously served as an intelligence officer for the agency.  (Access here.)

    This book explores colonial and post-colonial intelligence services in South Asia. It traces the genealogy of the institutions to analyze changes and continuities throughout the region. The volume also provides a framework for analyzing how intelligence services developed in these countries by looking at both internal and external issues, and shows how vital and sometimes interconnected these issues are for understanding intelligence in South Asia. It demonstrates how some countries and intelligence services borrowed from the colonial era and others started new institutions to protect national security in response to the shifting demands of the Cold War and post-Cold War era. Bringing together a group of international scholars, the anthology delves into the intelligence services of Afghanistan, Bangladesh, Bhutan, India, the Maldives, Myanmar, Nepal, Pakistan and Sri Lanka and traces how these national services developed in similar and diverse ways. This book will be of much interest to students of intelligence studies, Asian politics, security studies and International Relations.

    Exiled Emissary: George H. Earle III, Soldier, Sailor, Diplomat, Governor, Spy

    Exiled Emissary is a biography of the colorful life of George H. Earle, III – a Main Line Philadelphia millionaire, war hero awarded the Navy Cross, Pennsylvania governor, Ambassador to Austria and Bulgaria, friend and supporter of Franklin Roosevelt, humanitarian, playboy, and spy. Rich in Casablanca-style espionage and intrigue, Farrell’s deeply personal study presents FDR and his White House in a new light, especially when they learned in 1943 that high-ranking German officials approached Earle in Istanbul to convey their plot to kidnap Hitler and seek an armistice. When FDR rejected their offer, thereby prolonging World War II, his close relationship with Earle became inconvenient, resulting in Earle’s exile to an administrative post in American Samoa. Earle eventually returned to the United States, renewing his warnings about communism to President Truman, who underestimated the threat as a “bugaboo.” Now, over four decades following Earle’s death, Farrell has uncovered newly declassified records that give voice to his warnings about a threat we now know should never have been dismissed.

    Intelligence in Pop Culture - What’s gone wrong with James Bond? No star, no script, no plan - The Times, 29 Jan 25

    There was a stunned hush at the Royal Albert Hall on September 28, 2021, as the closing credits rolled on the world premiere of No Time to Die. Fans and royal guests, including Prince Charles, took stock: their hero had just been blown to smithereens. He was dead. Was that it? No more martinis for Mr Bond? The panic, though, was short-lived, as the final words on screen announced: “James Bond will return.” But the questions soon started buzzing. When and how would 007 rise again, and who would it be? James Bond is dead! Long live James Bond? No Time to Die hit cinemas almost three and a half years ago. There have been three prime ministers since then, and that prince is now King Charles. But there is still no new 007 —only a simmering national debate as we await the seventh Bond, seemingly no closer to finding the right man to replace Daniel Craig. (Access here.)

    Elizabeth Fisher — Career CIA Analyst

    Elizabeth Fisher, age 101, of Springfield, Virginia passed away on Wednesday, January 15, 2025. Elizabeth spent a career with the CIA as an Intelligence Analyst. She was veteran of the United States Navy. She was a member of Georgetown Presbyterian Church, the "99"s International Organization of Woman Pilots, Smith College Club of Washington, DC, Silver Wings of Washington and a Volunteer at Fairfax Hospital. Elizabeth became one of the first female pilots in this country being inspired to do so by Charles Lindbergh.

    James Sweet — Former NSA Officer and Phoenix Society Member

    James Young Sweet, former NSA employee and Phoenix Society member, passed away at his home in Rosman, North Carolina on January 14, 2025, at the age of 93. Born and raised in Providence, Rhode Island, Jim graduated from Brown University in 1952. He then enlisted in the U.S. Army and served 4 years active duty before joining the Army Security Agency (ASA) as a civilian in 1956. He transferred to the National Security Agency in 1962 where he spent the rest of his career in various management positions, primarily in the fields of Training and Human Resources Management. His career included two overseas assignments in Germany during the 1970s and culminated in his position as Deputy Chief of Civilian Personnel, prior to retiring in 1986.

    Frank Smead — Career NSA Officer

    Francis “Frank” Smead, 93, of Bellefonte, passed away on Thursday, January 23, 2025, at Mount Nittany Medical Center in State College. Born in Williamsport, he was a graduate of Girard College in Philadelphia. He proudly served his country in the United States Army during the Korean War from March 1950 until he was honorably discharged in April 1954. During his time in the service, he was awarded the Korean Service Medal, United Nations Service Medal, two Bronze Stars, one Overseas Service Bar, and the National Defense Service Medal. His lifetime career was with the National Security Agency until his retirement in 1986. He was a longtime member of the Phoenix Society.

    Joan Chaput-Gray — Former NSA Officer

    Joan Chaput-Gray, who worked at the National Security Agency for close to ten years passed away on January 18, 2025 following a lengthy fight against the debilitating affliction of Primary Progressive Aphasia. The fundamental aspects of this affliction is similar to Dementia but adds the loss of speech, memory and physical movement. Joan struggled hard against her challenging debilitation but unfortunately lost that battle. Joan, a graduate of Boston College initially worked for Trans World Airlines as a Flight Attendant and broke the Glass Ceiling at TWA by successfully being the first female promoted to become a Flight Service Manager, appointed to supervise 13 or more crewmembers on TWAs Boeing 747 international flights. While employed at TWA she was one of the very few employees to be awarded the coveted TWA Award of Excellence for consistently Superior Customer Service. Following her retirement from TWA, Joan worked for the U.S. State Department in the Office of Global Humanitarian Demining where she received a Certificate of Appreciation from the Special Representative of the President and Secretary of State for Global Humanitarian Demining. Joan then applied and was accepted for employment at NSA which capitalized on her high aptitude for mastering four European and one Middle Eastern language. Her final time at NSA likely was punctuated with the onset of Aphasia, the diagnosis of which was not apparent for several years

    Bill Amos — CIA NPIC Executive

    Bill Amos, a distinguished intelligence professional and long-time officer of the Central Intelligence Agency (CIA) passed away unexpectedly on December 23, 2024, at the age of 81. He was born in Washington, DC and raised in nearby Prince George’s County. A graduate of the University of Maryland, Bill earned a B.A. with a major in geography, setting the stage for a remarkable career dedicated to national security and intelligence. He joined the CIA shortly after graduation and a six-month training period with the Naval Air Reserve, where he served simultaneously for six years. Bill served the CIA with honor for 39 years at the National Photographic Interpretation Center (NPIC), the imagery intelligence arm of the CIA. He was known for his exceptional analytic skills, strategic thinking, and unwavering commitment to duty which earned him many awards and a nine-year liaison tour at the National Security Agency. His work took him around the globe, where this quiet hero collaborated with international partners to pursue projected joint endeavors and share intelligence. He retired as a Senior Intelligence Officer.

Prior to joining The Soufan Group, Clarke was a professor at Carnegie Mellon University, and a senior political scientist at the RAND Corporation, where he spent a decade researching terrorism, insurgency, and criminal networks. At RAND, Clarke led studies on ISIS financing, the future of terrorism and transnational crime, and lessons learned from all insurgencies since the end of World War II. Clarke is also an Associate Fellow at the International Centre for Counter-Terrorism – The Hague, a non-resident Senior Fellow in the Program on National Security at the Foreign Policy Research Institute, an Associate Fellow at the Global Network on Extremism and Technology, and a member of the "Network of Experts" at the Global Initiative Against Transnational Organized Crime. In 2011, he spent several months as an analyst with Combined Joint Interagency Task Force-Shafafiyat at ISAF headquarters in Kabul, Afghanistan, working for General H.R. McMaster, the former U.S. National Security Advisor, where he was responsible for analyzing criminal patronage networks in Afghanistan and how these networks fueled the insurgency.     27 Feb 2025, 1200-1300 (ET) Washington, DC – The Heavy Water Sabotage Raid with Mitch Utterback – A Virtual and In-Person International Spy Museum Program

    Join us for an intense exploration of Operation Gunnerside on the 82nd anniversary of the mission. One of the Allies' most dramatic sabotage missions of WWII, Gunnerside was a daring plan to derail the Nazis' scheme to build an atomic bomb. A key component of their bomb recipe was heavy water—deuterium oxide. When Germany occupied Norway, the remote Vemork Norsk Hydro plant, which produced heavy water, came under Nazi control. The Allies, desperate to prevent a nuclear-armed Germany, devised the daring Operation Gunnerside to disable the plant. The epic tale of the Norwegian commandos who parachuted onto the Vidda (mountain plateau) in the winter and skied, climbed, and clawed their way to the plant to blow up the heavy water reserves, sounds like a movie, and did become one starring Kirk Douglas. Retired US Army Special Forces Lieutenant Colonel Mitch Utterback was drawn to the famous World War II sabotage mission and recently retraced the ski tracks of the Heroes of Telemark. In 2023, for the 80th anniversary, Utterback and a team of 11 other military veterans recreated the perilous journey that the saboteurs took across the Vidda. Their expedition was captured in the short documentary film Hardangerfolk which brings the danger and intensity of the mission to life. Utterback's background in special forces and his experience of the conditions that the saboteurs endured has given him a unique perspective on this epic mission which the Spy Museum features in our Covert Action gallery.
