NSA explains its work with private sector on election security and fighting foreign cyber threats - Washington Times, 12 Sep 24 (Member Contribution)
The National Security Agency is on guard for foreign threats to the November elections and told The Washington Times it is banding together with private companies to thwart digital disruptions before they occur. Details of the agency’s work to fend off foreign adversaries are shrouded in secrecy as security professionals increasingly warn about attempted Iranian and Russian hacking. America’s top cyberintelligence agency gave The Times a rare glimpse into its work with the private sector to stop those targeting elections. The NSA and U.S. Cyber Command mobilized their Election Security Group last year to identify attackers and their aims and then fight back. The NSA relies on a separate team at its Cybersecurity Collaboration Center to make sure its private-sector partners are kept informed of foreign threats that apply to the partner companies’ work, NSA’s Kristina Walter said. Intel Community Launches Into Space With New Joint Center - Executive Gov, 12 Sep 24
Advancements in space technologies present a variety of benefits for both Department of Defense and Intelligence Community components, and the National Geospatial-Intelligence Agency wants to reshape the ways these agencies collaborate on space operations. To take on this challenge, the NGA architected the new Joint Mission Management Center, a space intelligence hub for the military services, combatant commands, IC agencies and international allies designed to help define each organization’s role in the evolving domain. The center — which NGA Director Frank Whitworth said came about as the agency witnessed an expansion of space agencies’ satellite networks — has now achieved initial operating capability, Air and Space Forces Magazine reported. Pokémon is a Western intelligence tool, Belarus claims - Politico, 11 Sep 24
A Belarus Defense Ministry official has accused the once wildly popular mobile game Pokémon Go of being an instrument of Western intelligence. Alexander Ivanov, the ministry’s department head of ideological work, said the game was used to collect information about Belarusian aviation near Minsk, at its height of popularity nearly a decade ago. “Where do you think there were the most Pokémon at that time?” Ivanov asked on the Belarusian talk show Essentially earlier this week. “On the territory of the 50th air base, where the runway is, where there is a lot of military aviation equipment. That’s where there were the most Pokémon. Is this not intelligence information?” (Full article here.)
As the CIA promises to stop sexual misconduct in its ranks, new cases of workplace assault emerge - PBS News, 11 Sep 24
At an impromptu party in the office to celebrate his 50th birthday, a veteran CIA officer got drunk, reached up a colleague’s skirt and forcibly kissed her in front of stunned co-workers, prosecutors alleged in the latest case of sexual misconduct to spill from the spy agency into a public court. An Associated Press investigation found Donald Asquith’s alleged assault last year happened just days after the CIA promised to crack down on sexual misconduct in its ranks — even as the agency has refused to disclose details on the extent of the problem. A recent 648-page internal watchdog report that found systemic shortcomings in the CIA’s handling of such complaints was classified as “secret,” shielded as a potential threat to national security. “It is inconceivable that sexual misconduct could be considered a state secret,” said Kevin Carroll, an attorney who represents several women in the agency who have made complaints. Ukraine intercepts rare Russian spy drones - Defense Blog, 10 Sep 24
The interception was confirmed by videos circulating on social media, which showed the downing of Merlin-VR and Supercam reconnaissance drones by the 38th Brigade of Ukraine. The Merlin-VR, introduced by Russia in 2021, is capable of flying up to 16,000 feet and is designed for advanced reconnaissance in both automated and semi-automated modes. It is considered one of Russia’s more sophisticated unmanned aerial vehicles (UAVs), and its loss is notable. According to the open-source intelligence group Oryx, since February 2022, Russia has lost only two of its Merlin-VR drones, although actual losses could be higher as Oryx only tracks visually confirmed incidents. Head of Israeli spy agency Unit 8200 resigns over 7 October failings - The Guardian, 12 Sep 24
The commander of Israel’s military surveillance agency, Unit 8200, has announced his resignation, publicly accepting responsibility for failings that contributed to the deadly 7 October attacks. Yossi Sariel said on Tuesday that he had informed his superiors of his intention to step down after the completion of an initial investigation into Unit 8200’s role in failures surrounding the Hamas-led assault last year. In an emotional four-page letter to staff, Sariel said: “I did not fulfill the task I expected of myself, as expected of me by my subordinates and commanders and as expected of me by the citizens of the country that I love so much.” He added: “The responsibility for 8200’s part in the intelligence and operational failure falls squarely on me.” (Full article here.)
MI6 and CIA chiefs: ‘We are using generative AI to identify key information in a sea of data’ - Public Technology, 10 Sep 24
The heads of the UK and US overseas intelligence services have revealed that the two organisations are each using generative artificial intelligence to help derive intel. Richard Moore, chief of the UK Secret Intelligence Service – commonly known as MI6 – and Richard Burns, director of the US Central Intelligence Agency (CIA) have published in the Financial Times a jointly authored piece outlining how “the challenges of the past are being accelerated in the present, and compounded by technological change”. To help keep pace with this change, the security services both sides of the Atlantic are working increasingly closely not only with counterparts in the intelligence community, but via “a network of partnerships with the private sector” – particularly in the AI sphere. China uses LinkedIn to recruit academics for espionage, Czech intelligence warns - Eurativ, 10 Sep 24
In the latest BIS report, the Czech intelligence service found that China targets academics in the country. Through LinkedIn, Chinese intelligence services use “cover profiles of employees from fictitious consulting or headhunting companies, most commonly based in Singapore or Hong Kong,” to approach Czech academics, the report warns. The academics are offered financial incentives in exchange for reports and research that align with China’s political interests. What starts as a seemingly legitimate professional opportunity often leads to deeper involvement and the sharing of sensitive, non-public information, the report adds. “These studies generally serve as a preliminary step towards further cooperation, involving the provision of specific information,” the BIS report also warned. Once initial contact has been established, Chinese operatives often invite academics on all-expenses-paid trips to China. These visits are used to cement relationships and create a sense of commitment to Chinese interests. (Full article here.)
Blinken accuses RT of being worldwide Kremlin intelligence network - The Guardian, 13 Sep 24
The US secretary of state, Antony Blinken, has announced new sanctions against the Russian state-backed media company RT, formerly known as Russia Today, after new information gleaned from the outfit’s employees showed it was “functioning like a de facto arm of Russia’s intelligence apparatus”. The Russian government in 2023 established a new unit in RT with “cyber operational capabilities and ties to Russian intelligence”, Blinken claimed, with the goal of spreading Russian influence in countries around the world through information operations, covert influence and military procurement. “Today, we’re exposing how Russia deploys similar tactics around the world,” Blinken said. “Russian weaponization of disinformation to subvert and polarize free and open societies extends to every part of the world.”(Full article here.)

The Kids Who Didn’t Know Their Parents Were Russian Spies - Wall Street Journal, 14 Sep 24 (Member Contribution)
“Ludwig” and “Maria” had suffered an abrupt end to their clandestine careers, arrested just after finishing breakfast in their suburban home and outed as deep-cover spies for Moscow. But as they flew in a Bombardier jet to freedom as part of an epic prisoner swap last month, they had more familial concerns in mind: How to break it to the kids? Please, they’d quietly pleaded with their Slovenian escorts, don’t address us by our real names. They hadn’t yet told their son and daughter, touring the cockpit, that they were Russian. The two officers from Directorate S, the so-called “illegals department” of Russia’s SVR foreign intelligence agency, had spent more than a decade building fake identities. Their children, 9-year-old Daniel and 11-year-old Sophie, knew their mom and dad as Argentine citizens named Ludwig Gisch and Maria Mayer Muños. What they didn’t know is that their family was a carefully constructed lie. (Full article here.)
Europe is split over how to thwart Putin’s spies - Chatham House, 09 Sep 24 (Member Contribution)
Viacheslav Morozov was a well-known professor of political theory at Estonia’s most prestigious university. What was less well known was that the Russian citizen had been spying for Moscow for 14 years. A few months ago, the authorities caught up with him and he was jailed for six years. The prosecutor said Morozov passed on information about Estonia’s defence and security policies to his Russian special services handlers on regular visits. It is a problem that shows no sign of going away. ‘No matter how many we prosecute, they will keep running agents,’ said Arnold Sinisalu, the former director general of the Estonian Internal Security Service. We have to accept that Russians place a high premium on human intelligence and will be relentless in their pursuit of it, he added. (Full article here.)
Balancing National Security and Privacy: Examining the Use of Commercially Available Information in OSINT Practices - International Journal of Intelligence and Counterintelligence, 12 Sep 24
Open source intelligence (OSINT) researchers utilize specialized tools to access vast amounts of data from multiple sources simultaneously. These tools, equipped with (paid) modules, allow users to tap into aggregated data sets containing commercially available information, such as location data from mobile phone users. The utilization of commercially available information from OSINT tools by intelligence and security services impacts fundamental rights and freedoms; more specifically, the right to personal data protection. Drawing from prior experience working on this topic within a Dutch oversight committee on the intelligence and security services and international developments in OSINT practice, insights are provided on this new OSINT practice and the responses of oversight authorities. Rather than advocating for a categorical ban, a more refined approach to process commercially available information from OSINT tools is suggested. Building on the work of a Dutch oversight authority and the work of the U.S. Office of the Director of National Intelligence, four recommendations are provided to intelligence and security services to responsibly handle commercially available information in OSINT practices. Inside China’s Expansive Espionage Web: Strategies, Targets, and Global Repercussions - Dev Discourse, 09 Sep 24
Espionage is a fundamental part of how nations operate, collecting information and parrying foreign influence. China arguably runs one of the world's largest intelligence operations, utilizing paid employees, proxy organizations like the United Front Work Department (UFWD), and even civilians to collect data. While Western countries focused on combating Islamic terrorism post-9/11, they were slow to address China's espionage efforts, which include shaping political trends, gathering critical industrial information, and monitoring diaspora populations. When accused of misconduct, China typically decries accusations as 'malicious slander.' However, the FBI notes the Chinese government poses a 'grave threat' to the United States' economic and democratic values. The FBI emphasizes a whole-of-society approach to counter Chinese efforts targeting businesses, academic institutions, lawmakers, and the public. (Full report here.)

‘Dragon-Bear’: How China and Russia’s spy operations overlap in Europe - Politico, 13 Sep 24
China and Russia’s “no limits” friendship is getting a trial run in Europe. Beijing and Moscow's spy operations, including the recruitment of agents, are increasingly overlapping within the European Union, a senior European intelligence official told POLITICO, as security analysts point to growing attempts by Beijing to influence EU affairs. The two powers, which have pledged a far-reaching partnership, but aren’t formally allies, share similar aims of undermining the West, weakening support for Ukraine and dividing liberal democracies, said the official, Michal Koudelka, head of the Czech Republic’s domestic intelligence agency. “It is not a coincidence that the same entities might serve the interests of both the Russian Federation and the People's Republic of China,” said Koudelka in written responses to questions from POLITICO. 13 Sep | Wagner Mercenaries Clash with Rebels and Jihadists in the Sahel
Following the withdrawal of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) a year ago, the Malian military (FAMa), supported by Russian mercenaries, began an offensive to secure former MINUSMA bases in the Tombouctou region. The return of the Malian army to this region, which had previously been patrolled by MINUSMA and French forces, resulted in a resumption of hostilities between Tuareg separatists and government forces. Three months later, FAMa and Russian mercenaries, formerly under the banner of Wagner Group and now reflagged as Africa Corps, had captured the town of Kidal— the historic “capital” of the Tuareg dominated rebel movements of the north. After a series of successful tactical victories, FAMa and Africa Corps fighters found themselves able to operate in areas that had been rebel-controlled for years, although they remained unable to hold the territory in a significant way.

The Secret Lives of a Military Spy Turned Corporate Spook - with Former DIA Officer Shawnee Delaney - Narratively, 10 Sep 24
Night falls over Kabul, Afghanistan, on a hot and dry evening in 2011. Shawnee Delaney gets into the passenger seat of a silver Toyota Land Cruiser, fastens her seat belt and gives her colleague, Luis, who is driving, a wide toothy grin. At the same time, Russia continues its terrorist bombing of Ukrainian civilian targets and energy infrastructure and now is increasingly using ballistic missiles and will soon be using ballistic missiles from Iran. I hope sir, that you are beginning every staff meeting with two questions: 1) What are the consequences (for the U.S. and the world) if Ukraine loses this war? and 2) Are we doing everything we can to prevent that possibility? There are practical and moral imperatives to getting the answer to those questions right. As you likely assess, your personal (and this administration’s) place in history depends on getting those answers right. Silent Warriors, Incredible Courage: The Declassified Stories of Cold War Reconnaissance Flights and the Men Who Flew Them

The outbreak of the Korean War in June 1950 took the American military by surprise. Rushing to respond, the US and its allies developed a selective overflight program to gather intelligence. Silent Warriors, Incredible Courage is a history of the Cold War overflights of the Soviet Union, its allies, and the People's Republic of China, based on extensive interviews with dozens of pilots who flew these dangerous missions. In 1954 the number of flights expanded, and the highly classified SENSINT program was born. Soon, American RB-45C, RB-47E/H, RF-100s, and various versions of the RB-57 were in the air on an almost constant basis, providing the president and military leadership with hard facts about enemy capabilities and intentions. Eventually the SENSINT program was replaced by the high-flying U-2 spy plane. The U-2 overflights removed the mysteries of Soviet military power. These flights remained active until 1960 when a U-2 was shot down by Russian missiles, leading to the end of the program. Shortly thereafter planes were replaced by spy satellites. The overflights were so highly classified that no one, planner or participant, was allowed to talk about them―and no one did, until the overflight program and its pictorial record was declassified in the 1990s. Through extensive research of existing literature on the overflights and interviews conducted by Wolfgang W. E. Samuel, this book reveals the story of the entire overflight program through the eyes of the pilots and crew who flew the planes. Samuel's account tells the stories of American heroes who risked their lives―and sometimes lost them―to protect their country.

Rose Doores — Former CIA Officer
Hedwig Rose Doores, age 84, of Warrenton, VA passed peacefully on Monday, September 9th, 2024 at Poplar Hills Rehabilitation & Nursing Center in Warrenton, with her husband, Bill by her side. She was born on June 6th, 1940 in Windber, PA. Rose retired from the CIA in March of 1994 after nearly 34 years of service.
Mike Huffman — Decorated Former NSA Officer
Michael L. Huffman, 80, of Elkridge, MD passed away on September 13, 2024. Mike was hired by the National Security Agency (NSA) directly from high school and worked as an analyst and manager before retiring in July 2005 after 43 years of service that included two overseas tours to the Republic of Korea. He was awarded the Meritorious Civilian Service Award for his outstanding contributions to NSA’s mission. After retiring from NSA, he worked for Yakabod for seven years as a customer service rep to NSA.
The successful candidates will have demonstrable research records in themes related to the vacancy and strong teaching background in intelligence and security, or a related field, as well as in topics related to the Institute’s Bachelor’s and Master’s programme offerings. The candidate will be expected to teach across several programmes in the Institute, notably the master’s programme Crisis and Security Management and the bachelor programme Security Studies, and our minor in Intelligence Studies. The positions are aimed at strengthening the Institute’s teaching, research and grant-acquisition capacities in a phase of growth and exciting interdisciplinary research opportunities. Keith Melton – In-Person International Spy Museum Program. AI chatbots have emerged as a significant challenge to national security, evolving from simple customer service tools to sophisticated entities capable of mimicking human behavior. This transformation poses a dilemma for counterintelligence efforts, as these chatbots infiltrate various communication channels, including social networks, dating sites, and even pornography platforms, to extract sensitive information or manipulate users. Tonight, intelligence historian and Spy Museum Board Member H. Keith Melton will explore the evolution of AI chatbots and the threats they pose across different communication channels, using advanced graphics to illustrate their capabilities. As these capabilities continue to advance, the risk of widespread disruption and compromise increases along established and emerging attack vectors. Melton will suggest ways that counterintelligence agencies can address this growing threat effectively—in particular, proactive measures such as enhancing vetting procedures and deploying advanced detection algorithms. He cautions that only through collective vigilance and concerted efforts can we effectively counter the evolving menace of AI-powered threats and hostile foreign intelligence activities.
